Quen Discharge is sometimes worth investing points

We recommend investing into this ability if it works with the build you are running. Although this skill will not be quite as useful as some of the other skills, it certainly has its uses, and it certainly will not hurt to have. While it may seem a bit niche, you can invest into this skill if you have already built your more important skills, and have extra points to spend.

This skill reflects a percentage of the damage your shield blocks. It can also cause a small explosion that knocks back the enemy attacking you. The damage it returns may look insignificant, but when you have invested a lot on using the Quen Sign, you can keep attacking the enemy relentlessly.

Conclusion

If you have focused investing skill points in using the Quen Sign, then this skill will be a nice addition to the effects the Quen Sign already has.
