Near the end of Chapter 15: City of Ry'uul, before getting the Wraithstone and using the Cosmic Eye beside it, there's a breakable wall you can demolish with a Shield Charge to unlock a Secret Area containing the Agaddon Hunter Toy Collectible.

Agaddon Hunters are deadly warriors that stand behind their impenetrable shield at long ranges. Get close to these enemies to open up their defences for an opening. However, watch out for their quick and powerful melee combos once you get close!

Codex Entry

Outlanders torn from distant worlds, the Agaddon Hunters were enslaved and corrupted by Hell's dark will. Once noble beast-stalkers for their clans, they now serve Ahzrak's horde, their minds twisted and bodies reshaped. Marked prey are their quarry, chosen by the dark priests' decree. Enhanced to rival even the Slayer's martial prowess, these savage predators roam the battlefield driven by a cruel purpose etched in hellfire.
