Even if the skill has a great benefit that would make potion effects have an infinite duration, the constant need to keep your toxicity very high makes this skill a disadvantage. While your potion's effect does not expire above a certain toxicity, meditating will remove all toxicity and all active potion effects.
Unless you have an abundant amount of potions and a very high toxicity limit, you should not invest in this skill. The need to keep the toxicity very high is too much of a liability when you exit out of combat.
