To get the corresponding photo for a level, you need to get all Sparkle Gems available in that stage.
This also applies to the boss rematches in the post game; you need to clear all boss challenges to get every Sparkle Gem in the boss fight.
The Pictioneer Theet will show up at the 1F Lobby after completing all 1F levels and beating Disco Wing, the boss of 1F.
Make sure to constantly talk to the Pictioneer every time you get all Sparkle Gems in a level to get the respective photo for that stage!
