You can unlock the shop and the option to buy Sparkle Decorations only after you complete the game.

Purchase at the Lobby

Princess Peach Showtime - Lobby
Upon completing the game, you will be able to find Sparkle Decorations by going to the Lobby, then going to the Green Shopkeeper. You can then purchase Sparkle Decorations with Sparkle Gems.

You can also battle Darkle Bosses in a rematch and complete challenges within the boss fights to get more Sparkle Gems.
