Whenever the Boss jumps three times, it will always mess up its landing and get stunned. Use B to Spin in order to get the Sparkla to give you Snowflakes to melt the ice cage.

A Large Wave of Icicles Will Fall After the Landing

After landing, a large wave of icicles will always drop around the Dark Ice Skater. Make sure to keep your distance before you do your spin.

Stay Away When The Boss is Skating Around

The Dark Ice Skater will be invulnerable to attacks when covered by a flurry of snowflakes. Keep your distance from him in order not to get seriously damaged.
