To gain this amulet, you must have purchased the Mask of Madness DLC. You can reach this area in Radjen's Mind Palace after you finished exploring the right side of the map, from the first Wak-wak Tree.

However, you must first go through a difficult platforming section. You need to parry a mid-air projectile while repositioning in changing platforms. Stay patient and maintain a rhythm to time your parries, jumps, and air-dashes.
