If you have this skill fully upgraded and have it equipped, only the first potion you drink will give you a bonus potion effect. If you already have a bonus potion effect active, then the skill will not activate again.
However, if you own the potion from the bonus potion effect that was given to you, then drinking that potion will give you another bonus potion effect.
Conclusion
Invest in getting this skill if you want to have numerous potion effects active while exploring or while in combat. The effectivity of this skill varies on what bonus potion effect you receive after drinking a potion.
