You can get this design by finding Ribboner and the Ribbon collectible in the level Ninjutsu: The Art of Flames.

Ribboner Location

In the area with the rotating walls, reach the large one by the end and flip to the other side. Wall jump up the platforms and by the final jump, you will see the Ribboner being threatened by a guard. Defeat the guard to earn the Dress Ribbon.
