In the Gathering of the Beast Council stage, you will need to ride a roller coaster after defeating Clawroline to reach the end of the level. Before using the roller coaster, you can find the Blueprint for Storm Tornado hidden under the right side of the platform.

Use Copy Ability Mix
If there are no enemies in your current stage that give this ability, you can still obtain it through Mix. When you inhale 2 or more enemies that give different copy abilities, Kirby will cycle through all his current abilities and select one at random.
