You need blueprints to evolve copy abilities back in Waddle Dee Town. Blueprints are found in different stages of the game, often in hidden areas, or are obtained as rewards during certain milestones in the game.
Blueprint Locations: How to Obtain All Blueprints
Waddle Dee's Weapon Shop is unlocked after completing the first world of the game, Natural Plains. In the shop, you can view, test out, and evolve all of your current copy abilities. After collecting a blueprint, you will need to bring it to the Weapon Shop before evolving the ability.

After obtaining the Blueprint of a Copy Ability, you can view the cost of evolving that ability. Copy Abilities require a fair amount of Star Coins and Rare Stones to evolve. Though collecting Star Coins can be done by playing through stages, Rare Stones are not as easily obtained.
How to Get Rare Stones Quickly: Locations and Where to Use
Though each copy ability has a certain stage in its evolution line, you do not need to follow the stages when evolving the abilities. You can evolve them in order you wish as long as you have the blueprint for it.
After evolving all your copy abilities, you receive a unique figure from the Weapons Shop Waddle Dee. This figure can only be obtained in the post game since some Copy Ability Blueprints are only available after this point.

Evolved Copy Abilities are stronger versions of Copy Abilities. You can evolve most copy abilities up to three times, but there are some copy abilities that you can evolve twice or even four times.
The two fourth stage copy abilities are only available in the post game, making some of strongest ones in the game.
Evolved Copy Abilities are different from Mouthful Modes, and both have different functions to help you progress through the game. With Copy Abilities, you need to drop the current one you have before using another. Mouthful Mode, however, can still be used even if you have a Copy Ability equipped.

Upgrading Copy Abilities and evolving them are two separate mechanics in the game. Upgrading Copy abilities does not grant an ability additional effects and only increases its attack power. You can upgrade all copy abilities, including fully evolved ones, up to a certain extent.
