Fleur Tornado Blueprint Location
Destroy the Wall Behind the Garage Door in The Wondaria Dream Parade
In The Wondaria Dream Parade stage, you can find a cracked garage door in the area where you can transform into Water-Balloon Kirby. Spray water at the parade floats to push them towards the garage door to break it. Behind the garage door is a hidden Waddle Dee.
You will also find a cracked wall behind the garage door. Spray water at another parade float to break down the wall and reveal the Blueprint for Fluer Tornado.

Use Copy Ability Mix
If there are no enemies in your current stage that give this ability, you can still obtain it through Mix. When you inhale 2 or more enemies that give different copy abilities, Kirby will cycle through all his current abilities and select one at random.
