The Ballad of Gales is a 4/4 song, meaning you will have to tilt the left stick to the left in order to properly play it. Conducting this song allows you to warp to select areas on the map.
How to Get Ballad of Gales
Hit Cyclos With Arrows Three Times
To learn the Ballad of Gales, you will need the Hero's Bow, which you can obtain in the Tower of the Gods. You must then sail into one of the cyclones found in Northern Triangle Island, Mother & Child Isles, or Shark Island.
Cyclos will appear hovering above you. Shoot him with arrows three times before you get sucked into the middle of the cyclone. If you are successful, he will teach you how to conduct the Ballad of Gales.
How to Warp
Bring Out the Wind Waker
You have to take out and use the Wind Waker to conduct any song.
If you are playing the GameCube version of the game, you must equip the item to the X, Y, or Z button from the bag. In the HD version, you can simply press up on the D-pad to use the Wind Waker.

After successfully playing the Ballad of Gales, a map will pop up. Certain quadrants will be marked with a cyclone, which indicates that you can warp to that area. If you select a location while you are at sea, you will be warped to that island.
Do note that warping to the Mother & Child Isles will bring you to its interior. This will allow you to meet the Queen of Fairies and receive the Fire and Ice Arrows.
