To get a figurine for a character in the game, you mainly need to get a pictorgaph of them using the Deluxe Picto Box.
When taking a picture, the character needs to be within the frame for it to be accepted.

Once you have pictographs, head to Forest Haven and climb up the tall island. Enter the hatch and meet with Carlov.
Carlov will make figurines of the pictographs you give him, and these will be displayed in their respective rooms.

Do note that Carlov can only carve a small number of figurines per day, and this will vary depending if you are playing on the original GameCube version or the HD remake for the Wii U.
Carlov can only make one figurine in the GameCube version, while he can make up to twelve in the HD remake. You can bypass this by using the Song of Passing to make the time advance.
GameCube and Wii U Version Differences
Certain figurines can only be obtained after purchasing their Legendary Pictographs from Lenzo on Windfall Island. Most of these will appear in his shop right after you've seen the characters in a story cutscene.
Some figurines are also missable, as you only have a few chances to get a pictograph of these characters. These are mainly bosses that you do not have any way of rematching once you defeat them, so try to get pictographs of characters as you meett them.
