This skill's value increases if you drink a lot of potions during combat. The description is not completely accurate because you will still recover health even if you drink a decoction. This skill actually includes all the items under the Potions category in your inventory.
A good early game strategy for this is to combine this skill with the White Raffard's Decoction to recover 60% of your max HP. Having the Enhanced White Raffard's Decoction will recover all of your HP.
If you drink a lot of potions during combat, it is worth it to invest in this skill. The ability to restore a portion of your max HP when drinking any potion significantly helps your survivability in any combat situation.
