No, Mii Matt is not in Switch Sports

According to the Nintendo UK Twitter, established Miis from the previous games, including Matt, are not in Switch Sports. Only Sportsmates fill in as CPU opponents, but you can import your Miis to use them as playable character models. There's no limit to how many Miis you can put there, so take your time and create Mii Characters if Sportsmates aren't your thing.

You can always recreate Mii Matt in your Nintendo Switch and use him as a Sportsmate in the Switch Sports. Once he's in the game, go to the Customization Screen and select him.
