You can get both the third and the fourth Starries in the Sign Mouth area. The third Starry can be obtained by jumping from the ledge.
The fourth Starry, on the other hand, will require you to break Starryflowers and parkour your way to get it. It requires precise jumping so make sure to control Kirby perfectly to get the last Starry!

You will find the first Ice-Town Sweets on a barrel on the right side in the starting area. It's out in the open and is hard not to see them.

You can get the second sweets after the boss fight. Touch the sparkling light on the right and grab the second sweet on the table.
Don't equip the Sign yet if you haven't gotten the sweet or you'll miss it! You can always retry at the end of the Sign Mouth Area if you didn't get it the first time.

You can get the last Ice-Town Sweet by riding the Orange Star behind the crystal at the end of the stage. Destroy the crystal there and take the sweets that will spawn.

The Sign Mouth area starts at the end of the second area. You will start sliding down the slope once you equip the Sign.
Make sure to attack the Starryflowers as you won't be able to break them if you just run into them.
