Build an Extraction District

Start by Frostbreaking towards a Shallow Coal Seam and building an Extraction District on it. This should allow you to turn on New London's Generator.

Build Housing Districts

Construct two Housing Districts, preferably in the crevices flanking the Central District to reduce Heat Demand. These locations are also just beside the Generator so Heat Demand is reduced even more.

Expand Housing Districts

Expand your Housing Districts to increase Shelter output and unlock their building slots.

Expanding a District is done by by clicking on the District, selecting the icon with four arrows, and selecting three empty tiles nearby.

Make Space for Expansions

It's recommended to always Frostbreak the area surrounding a District so it has room for expansion later on. You cannot expand a District if it doesn't have enough space!

Build a Research Institute

Build a Research Institute by opening the Construct Building panel on the bottom right corner (shortcut: N key). Click on the Housing tab, select Research Institute, and place it on an expanded Housing District.

The Research Institute unlocks the Idea Tree that enables you to research new ideas to solve New London's problems and improve the living conditions.

Research an Idea for the Coal Mines

Open the Idea Tree by clicking on it at the bottom right corner (shortcut: R key). Select the Heating tab, click on Coal Mines, and choose between the Dust or Blasting Coal Mine.

Both types of coal mines increase the coal output of the Extraction District it's placed in. We recommend going for the Blasting Coal Mine since it doesn't decrease Workforce, an extremely important resource early on, and has higher coal output.

Open the Construct Building panel again and select your researched coal mine under the Extraction tab. Place it on an expanded Extraction District to increase the coal output.

Build the Council Hall

Open the Construct Building panel and under the Central tab, select the Council Hall. Place it on the Central District to unlock the Council, which lets you enact laws that let you steer the direction of your city's growth.

Pass the Vote of Confidence

Open the Council menu by clicking on it in the bottom left (shortcut: C key). You shouldn't encounter much resistance in staying in power as the Steward, so go ahead and hit the Vote button.

Build a Logistics District

Build a Logistics District,modesize:scale

Build a Logistics District on an Old Waystation as indicated by the compass icon. The Logistics District gives you Frostland Teams who go on expeditions on the frostland to look for resources and other survivors.

There are three Old Waystations near New London. With the default camera orientation, they are located north, west, and southeast of New London.

Expanding a Logistics District gives you more Frostland Teams to work with.This allows more teams to explore the frostland simultaneously, or handle more difficult events.

Find the Old Dreadnought

The Old Dreadnought from the Prologue is the new source of fuel and is located west of New London (default camera orientation).

Slowly open up the areas to the west by sending Frostland Teams to explore them until you reach the Old Dreadnought. Select “We Found Oil!” to begin colonizing the Old Dreadnought.

Establish a Colony in the Old Dreadnought

You'll now have to manage both New London and the Old Dreadnought at the same time!

You should know the drill by now, establish a new colony by constructing the necessary districts and address its problems.

Connect New London and the Old Dreadnought

In order to transfer resources to and from New London, you must construct a trail first. Trails are constructed by connecting them between the cities.

You can click on the pins directly or by using the button on the bottom right corner. Note that making a trail costs resources and takes some time to complete!

Transfer Oil Output to New London

After connecting New London and the Old Dreadnought via a trail, you can now transfer most resources, and not just oil.

Transfer 75 Oil output from the Old Dreadnought to New London to conclude the chapter.
