The most important thing to prioritize stockpiling is Heat and Food as this will be a huge problem when the Whiteout comes. Once you have a surplus of these, build as much Stockpile Hubs as you can next to them so you can stockpile all the extra supplies you make.

Since most of your production will decrease, make sure to use Emergency Shifts to counteract the negative production you will receive. Try to keep a steady supply of Materials and Goods as well since this will affect your city's crime rate and Squalor.

Turn on Generator Overdrive

Once the Whiteout arrives, make sure to keep track of your generator as this will be important during the event. If the heat output has dropped significantly, you can turn on the Overdrive to make it output more heat at the cost of having a chance of wearing down and malfunctioning.

In order to survive the Whiteout, you need to have a high Overall Trust with your Factions since Tension will increase especially when its extremely cold. A lot of districts will cease to operate which will affect Crime rate so make sure you have a Law to handle that.

Before the Whiteout, make sure you find other sources of Heat and Food from other territories as they can still function as long as it is outside the range of the Whiteout. This way, you can leave extra resource nodes as emergency supplies just incase you run out of stockpiles.

A Whiteout is a weather event that creates extremely low temperature, causing your city to be covered by dark clouds and your people to demand more heat and completely stop your food production due to the extreme cold.
