How to Build Research Institute |

Exploring parts of the Frostland that have the workforce icon will increase your city's workforce. You can explore the Frostlands once you build a Logistic District and have enough Frostland Teams to conduct the journey.
There are Laws and Buildings that can increase Workforce, however they have to be researched in the Idea Tree first to be unlocked. Different Factions will offer different solutions so you must weight your options before deciding on one.

The Youth Section in the Society category of the Idea Tree unlocks laws that can increase your city's workforce. These are the Liberated or Dutiful Youth laws. Unlocking either of them also unlocks the Youth Volunteer Duty city ability which increases the workforce again, once its manually activated.
On the same branch as the Youth section, researching the Communal Parenthood law will also increase your city's workforce.
You can also unlock the Automated Workforce Factory building which can be found in the Idea Tree, under Resources and the Work Shifts branch. This building gives 1,600 Workforce whenever built. However it also significantly increases Squalor.
You can adjust the District Employment in each of your districts to get more Workforce. This is best done if you have Districts that are producing more Resources than needed. Simply click on the District and lower the District Employment bar accordingly.
You can choose to deactivate your District entirely if you need more Workforce. However, doing this will lower the Resources that the District was producing.
There are a few moments in the game when the population and the workforce increase massively. This happens within random sections of the game.
Buildings and Ideas can get you more Frostland Teams, so research ideas related to it to unlock Laws and Buildings that affect Frostland Teams.

Dutiful Youth | Pos (+) | • Unlocks the 'Youth Volunteer Duty' ability, which bolsters the City's Workforce but decreases trust • The percentage of active workers is increased • Crime is slightly decreased |
Allow Productive Outsiders | Pos (+) | • Percentage of Active Workers will slightly increase over time • Population Growth is marginally increased • Heatstamps income per capita is marginally increased |
Dedicated Motherhood | Neg (-) | • Population Growth is increased • Percentage of Active Workers is slightly decreased |
These are the portion of your population that can be employed. This means they can be assigned to Districts, Hubs, Buildings, or even Frostbreaking the ice. However, if you have zero workforce, then you won't be able to construct any infrastructure or Frostbreak in Frostpunk 2.
