You can research Filtration Towers under the Resources category of the Idea Tree to reduce Squalor. Doing so will unlock either the Moss-Filtration Tower or the Ventilation Tower. Once the research is done, build them in expanded Housing Districts to reduce the growing Squalor in your city.
