Industrial Districts produces Prefabs automatically, so you would need to set it to Goods first to produce it. Unfortunately, Goods can't be found in the wild unlike Food, Materials, or Oil. That's why it's important to build an Industrial District early on.
However you need Materials first before you could produce Goods. This is why it's important to have a lot or just enough of Materials before producing Goods from the Industrial District. As such, you need to build Extraction Districts as they produce Materials.
Later in the game, Factories become available in the Idea Tree. Once they are researched and constructed in the city, these factories can increase the Goods output in the Industrial District.

The law Mass-Produced Goods makes districts and buildings produce more goods. On the other hand, Durable Goods decreases the city's demand for Goods in general. These two laws help in answering the city's need for Goods.

The Central District has a base output of Goods alongside other resources. However, its output is not enough for the city. Thus players need to do the other tips mentioned above.
Make sure to build a Goods Stockpile Hub if you have too much Goods. Every resource counts in Frostpunk 2 and hubs allow you to store more of them. Keep in mind to build these next to the Industrial Districts as it will decrease their Workforce Demand.
