Build and Expand Housing District

At the very start of chapter 1, you have to immediately build a Housing District. This can be quickly done on the land next to the council as it already has slots for districts. After a few weeks, be sure to expand that Housing District as the base one won't have space for a Building.

Afterwards, you can immediately go to the Buildings Icon and construct the Research Institute. It is automatically unlocked and just needed the Housing District to be expanded.

Where to Build Research Institute

Built on Expanded Housing Districts

The Research Institute can be built on any expanded Housing District as long as you have an empty building slot for it. Keep in mind that you need a empty building slot in order for you to be able to construct it.

The Research Institude essentially unlocks the Idea Tree. The latter is an important game mechanic that will help you in unlocking Laws, Buildings, or Hubs.
