Research Watchtowers and Prisons

Building Prisons and Watchtowers can reduce Crime. Both can be unlocked in the Idea Tree, under the Society category . However Watchtowers have to be researched before Prisons can be unlocked. It's also important to note that you would need an expanded Housing District to build these two and reduce crime in your city.

Pass Dutiful Youth

Dutiful Youth can also reduce crime. It can be unlocked in the Idea Tree, under the Society category. Once researched, this can be passed as a law in the Council Hall.

What is Crime?

Increases with population

Crime increases alongside your city's population. This means crime will rise naturally the longer the game goes. You must build Watchtowers or pass laws to prevent it.

Increases with Lack of Goods

Lack of Goods will make Crime rise in your city, thus it is important to have enough of them. Goods are created in the Industrial Districts, and can't be made unless there are materials in the city.
