These choices appear at around 300+ weeks in, between Chapters 1 and 2, after you have established a colony at the Old Dreadnought.

Choosing to Deliver them Oil means you have to meet their 30k Oil requirement within 42 weeks or they will raid whatever Oil you have, while the Turn them Down option will require you to set up at least 12 Guard Squads at the Old Dreadnought to keep your Oil from getting stolen.

Prepare Guard Squads and Turn Them Down

We recommend to Turn them Down and set up Watchtowers with at least 12 Guard Squads at the Old Dreadnought to avoid losing 30k Oil to them as this is an important resource for the coming Whiteout. Keep in mind that the Nomads will still try to get your oil if it is not guarded.

Make sure you have researched the Patrol Watchtowers idea as this is the only watchtower without any drawbacks and gives 16 Guard Squads.
