Neo Osaka can be found in the northern-most part of the Thunder Dome. Keep in mind that you'll have to complete the designated matches for the 8th ranking battle before you can access Neo Osaka.
After completing the designated matches in the Thunder Dome, you'll be asked to go to Neo Osaka for the 8th ranking battle.
Moving to the center of the plaza will allow you to come face-to-face with Black Night Direction. Be sure to prepare for a surprising battle.
8th Ranking Boss Battle Guide
From Episode 4, a new waypoint marker will be added to Neo Osaka's map. Going to this spot will trigger the start of an adventure that revolves around Travis mining up certain ores as a favor for an old man.
