There is a New Game Plus Mode in No More Heroes 3. You can start a new playthrough of the game with New Game Plus once the mode is unlocked. With New Game Plus, you can replay No More Heroes 3 while carrying over all your previous items and skills.
You can unlock New Game Plus by completing the game at least once at any difficulty. After completing the game, you can find a new game option on your title screen underneath Load Game. Select this option to start a playthrough in New Game Plus mode.

New Game Plus allows you to keep the items and skills you have obtained from your previous playthrough, including all UtopiCoins, WESN, unlocked Death Glove Chips, and collectibles, such as DeathMan Cards, Kittens, and Scorpions.
All Items, Collectibles, and Unlockables
When starting a New Game Plus, all the progress you have previously made from Defense Missions, Volunteer Missions, and T-Shirt Aliens will be carried over to your new playthrough. You can view all of your completed side missions in the records tab of the pause menu.
All map locations will be visible to the player from the start of the game, and there will be no hidden map icons. However, you cannot access the different areas on the map until you have reached that part of the story.
Upon starting a playthrough of New Game Plus, you will immediately be prompted to select a save file before you can begin. Your new game starts off with the items and skills from the save file you have selected.
You can only select a save file that was made after you have completed the game, which is any save file with a red star.
Though your items and skills carry over from your previous game, your difficulty level does not. You can select the new difficulty of your playthrough at the start of the game, including the new California Reaper mode that was also unlocked after completing the game.

New Game Plus is a game mode that allows you to start a new game while taking your skills and items from a previous playthrough, so you can experience the entire game with a complete set of skills and more powerful abilities.
