It's best to use Spurs during long straight paths since you don't need to maneuver your horse that much. Using Spurs on sharp turns can lead to your horse bumping to objects or other riders, which slows you down.
In particular, there are three (3) places you'd always want to use Spurs; the start of the race, right after the sharp turn, and when near the finish line.
There are certain places during the race where the path becomes narrow, forcing you and other riders to clump together. It's best to avoid clumping up and bumping to other riders since it will slow you down, especially in sharp turns.
Try to stay at the side of the path and avoid going behind other riders, especially when you want to use Spurs to speed up.
During the last lap, it's best to save all of your Spurs when you're near the finish line. You'll know when you're near the finish line when you see fireworks from the crowd.
Once you see the fireworks, let your Spurs recharge, then when you see the finish line, use them all to stay ahead or to take the lead. There's always at least one rider that will make the race close, but this strategy ensures you'll win.

Based on our experience, there are no obvious or notable differences on other difficulties in terms of how the race went. Following the tips mentioned above works for all difficulties.

The horse race is part of Chapter 2, and is the only horse race throughout the story. You can use chapter replay if you want to race again.
