Frank Vinci, or Franco as he is called in the game, is a member of the Galante crime family. His exact role isn't clear other than being a mafioso.

Frank Vinci only appears in Chapter 7. The first time he appears is right after taking the blackmail photo in San Celeste, riding at the back of a car and picking up Leo Galante.

His second appearance in the chapter is in Polto Almaro after Enzo wins the race. He is seen leaning on a wall.

Details on Frank Vinci's actual participation in the chapter is not clear. However, given that he works for the Galante family, it's safe to assume that he helped the family ochestrate the blackmail.
