Get the Fragment from Whale Corpse in Pilgrim's Passage
The Legendary Weapon Fragment for Fate of Plimbo the First can be obtained inside a whale corpse found in Pilgrim's Passage. To reach this spot, you need to visit the area during winter when the lake is frozen solid which will allow you to walk around.
To reach the whale during winter, use the stairs on the left side of the shore near the lighthouse, then run to the south until you reach an area where you can find a crashed boat and a whale. This is the same location where Aza and Keru will hide in their hide-and-seek quest.
Enter inside the whale's body and fish near the hole to reel in the fragment for the Legendary Blunderbuss.
Bring Fragment and Wool to Rami
After getting the fragment, head back to Woolhaven and give Rami the item along with some Wool and he will craft the weapon. You can name the weapon however you like, but its default name is Fate of Plimbo the First.
It can then start appearing randomly during runs or you can force it to appear by completing the related quest that will be posted at the quest board outside Rami's workshop and paying some Wool.
