To craft Legendary weapons in the Woolhaven DLC, you first need to unlock Rami's workshop at the town.
To do this, you need to progress through the DLC's story until you get the Wool of the Charred item. Once you get it, head back to town and bury the item to revive Rami's soul.
Head to the left of the town to find Rami's building, which you can find above the Baraq the Rancher's farmhouse. Use Pure Yewbark to repair Rami's building and he will tell you about Legendary weapons.

Next, you need to resurrect the other lamb spirits in Woolhaven to get clues about where to get Legendary Weapon Fragments, which are used to craft the weapons themselves. You need to find their corresponding Wool items and bury it in the center of the town to revive their spirits.
Once revived, talk to the lamb spirits to get clues about where the Legendary Weapons might be located.

After getting the clues from the lamb spirits, you can then find Legendary Weapon Fragments from their respective locations. You'll be able to find them simply by playing through the game, but some requires you to complete certain missions.

After getting a Legendary Weapon Fragment, head back to Woolhaven and give Rami the item and some Wool so he can make the weapon. It can then start appearing randomly during runs or guarantee for it to appear if you either select it at the quest board outside his building or once you complete the respective quest for the weapons.
There are seven Legendary Weapons in the Woolhaven DLC, with one variant available for each weapon type. You can find the Legendary Weapon Shards needed to make these weapons at points in the DLC.

The first Legendary Weapon Fragment you will find as you progress through Woolhaven's story is the one for the Legendary Hammer, the Scourge of Svarog.
You will find this fragment inside The Rot, which will be a unique run as you will escort Ratoo to the end of the dungeon.

The fragment for the Golden End, the Legendary Sword, can be found by destroying a Marchosias statue in Ewefall while on a run on this dungeon.

To get the fragment for the Ruin of Nirah, the Legendary Dagger, you need to complete the Legendary Dagger questline, which you can obtain by encountering Charybdis while inside The Rot.
Charybdis can be found from a tile with a heart icon, where you can replenish your health. The wolf will then give you the Illegible Letter item, which you need to give to his sister Scylla in Ewefall.
Next, start a run in Ewefall and enter a tile with a heart icon to meet Scylla. She will then ask for a fishing rod. Head to Pilgrim's Passage and speak to The Fisherman. He will trade you a spare fishing rod for five Wool.
After obtaining the fishing rod, start another run in Ewefall and enter a tile with the heart icon. Give Scylla the fishing rod to get the fragment for the Legendary Dagger.

The fragment for Fate of Plimbo the First, the Legendary Blunderbuss, can be found inside the body of a whale found in Pilgrim's Passage.
To reach the whale, you need to go to the area during winter and head down the stairs on the left side of the shore. While the body of water is frozen solid, run down all the way to the south until you reach an area where you can find a crashed boat and a whale.
Head inside the whale's corpse and fish near the hole to get the fragment.
How to Get the Legendary Blunderbuss

There are a few pre-requisites before you can get the fragment for the Lamb's Slaughter, which is the Legendary Axe.
First, once you face and defeat The Executioner in the Hidden Tomb area at The Rot, spare their life by choosing the 'Pardon' option to send them to Woolhaven.
After some story progress, the spirits of the lambs in Woolhaven will tell you that they do not want The Executioner in their town. You can either choose to indoctrinate the wolf to add them to your cult or kill them. Either way, you will get the fragment for the Legendary Axe.

You can get the fragment for the Defiler of the Divine, the Legendary Gauntlet, by doing another run in Ewefall after completing the DLC's story and fighting Marchosias again.
To rebattle the boss, start a run in Ewefall after seeing the DLC's credits. Destroy a Marchosias shrine to reveal a portal that leads back to the area where you fought Marchosias. The fragment can be picked up near the end of the stairs.
How to Get the Legendary Gauntlet

To get the fragment for Yngya's Torment, the Legendary Flail, you need to complete all six quest boards from the lamb spirits in Woolhaven. You can track how many quest boards you've cleared from the counter found at the bottom part of the Yngya statue in Woolhaven.
Once you complete all quest boards in town, you will get the fragment for the Legendary Flail.

Legendary Weapons can appear as random weapon choices during runs once Rami crafts them in his building. These can either appear at the beginning of a run or from Kudaai when you enter a weapon room.

After unlocking a Legendary Weapon, a quest will be posted outside of Rami's building which requires you to complete a dungeon run with the weapon equipped. You can select this quest to make the weapon appear at the beginning of a run and use it until the end to fully unlock the weapon.
After completing the quest, you can the head back to Rami's building and force the weapon to appear during runs in exchange for some Wool.

Legendary Weapons are new weapon tiers added in Cult of the Lamb's Woolhaven DLC. These weapons serve as the most powerful counterparts of all weapon types in the game as they deal higher damage and have upgraded effects.
After crafting a Legendary Weapon, you can name the weapon however you like if you do not want to stick to their default names.
