Defeat and Spare The Executioner

Spare The Executioner

To get the Legendary Weapon Fragment for Lamb's Slaughter, the Legendary Axe, you first need to reach the point in the Woolhaven DLC's story where you need to defeat The Executioner. You will face this boss at the Hidden Tomb level of The Rot.

Once you defeat the boss, you will be prompted to choose between pardoning or executing her. To get the fragment, you need to pardon and spare The Executioner's life. This will then send them back to Woolhaven.

Progress and Wait for A Few Days

Wait for a Few Days

After sparing The Executioner, they will wander around in town. If you speak to the lamb spirits, they will show their immense dislike to the boss, as they were the one that slaughtered the lambs in the events of the game.

You only need to wait for a few days and get some progress to advance this storyline.

Kill or Indoctrinate The Executioner

Indoctrinate or Kill The Executioner

After some time, the lamb spirits will gather in the middle of town to decide on the fate of The Executioner as they do not want them in Woolhaven. You will be asked either to indoctrinate The Executioner to add them in your cult or kill them.

Either way, you will get the fragment for the Legendary Axe.

Bring Fragment and Wool to Rami

Craft Legendary Weapon

After getting the fragment, head back to Woolhaven and give Rami the item along with some Wool and he will craft the weapon. You can name the weapon however you like, but its default name is Lamb's Slaughter.

It can then start appearing randomly during runs or you can force it to appear by completing the related quest that will be posted at the quest board outside Rami's workshop and paying some Wool.
