After you bring lost souls to Yngya for the first time, you will unlock the ability to build the Furnace. Once you have it built, you will need to fuel it with Rotburn. It is best to fuel the furnace to its maximum capacity before entering dungeons to keep your cult warm.
You may get Rotburn by destroying orange crystals in Rotburn dungeon rooms and opening chests in Ewefall and The Rot. You may also obtain it from Rotburn Mines once you unlock it.

Building the Weather Vane will give you information about how long winter will last. It also warns you about upcoming snow storms, which can help you prepare accordingly.

In addition to the Furnace, you may also build the Baptismal Bath to warm a freezing follower. You will also need to eventually construct Heaters to keep your structures from getting frozen in snowstorms.
To build these, you will need Charged Shards, which can be found in Ewefall.

Doing the Bonfire Ritual II will keep your cult's Warmth at full for an entire in-game day. It is best to do this ritual if you do not have enough Rotburn to fuel the Furnace.

You can raise animals in the Ranch, allowing you to take resources from them. You may shear them for Wool to use for sweaters, or slaughter them for Meat to use in cooking. The latter is useful for meals, as the farm plots freeze over during the winter.

You may thaw out frozen farm plots using Rotburn Fertiliser. This allows you to grow crops and stock up on resources even in the winter.
Rotburn Fertiliser can be produced by rotten followers.

You may feed followers food that has warming effects. You will need to gather Chillis from Woolhaven's bushes, as well as Ewefall and the Rot, in order to cook them.
You can also opt to make sweaters in the Tailor to give to your followers. However, they use Wool, which is an important currency used to rebuild Woolhaven. It is best to only make sweaters for a select few followers.

During winter, the lake at the Pilgrim's Passage freezes over. You may explore it in order to receive a special follower, a new follower form, and decorations.

You may build Snowlambs by interacting with tall piles of snow. This will start a mini game where you will have to stack parts of the Snowlamb's body. Aim for a Perfect Snowlamb by aligning these parts to the best of your ability!

Clearing smaller piles of snow can create snowballs. You may pick them up and throw them at your followers. Do not worry about losing Faith over this, as this does not hurt your followers.

Winter will trigger as you level up Yngya through returning lost souls to her. If you are not yet prepared for the winter, it is best to hold off returning the lost souls that you have found.
Upon completing the story of the Woolhaven DLC, you will have the option to toggle winter on and off. If you want to stop your followers from freezing or if you want to go fishing at Pilgrim's Passage again, interact with Yngya's statue to turn off winter.
