Complete All Quest Boards in Woolhaven
To get the Legendary Weapon Fragment for Yngya's Torment, the Legendary Flail, you need to complete all six quest boards that can be found in Woolhaven. These quest boards can be accessed after reviving the corresponding lamb spirit, which you can do so in the middle of the town using some wool.

All Quest Boards in Woolhaven

Play Flockade against the lamb spirits in Woolhaven and win the Wool wager. You need to beat each of them once before you can wager Wool. |

Raise and bring ranch animals to Baraq. |

Build the required decorations listed in your base. The quest board will only show up after purchasing a decoration from Chazaq's shop. |

Find Aza and Keru during their hide and seek game. They will hide across all the locations in the game. |

Craft Legendary Weapons and complete a dungeon run while using them. |
 |
Wear the Fleeces obtained from all lamb spirits in Woolhaven. You can get their respective Fleeces by offering Wool at their statues in the middle of the town. |
There are six quest boards to complete in Woolhaven. These can be found next to the building of the lamb spirit who assigns you the quests.
Get Fragment from Yngya's Statue
After completing all quests boards, you will get the fragment from Yngya's statue.
You can also check how many quest boards you still need to clear here, which is displayed from the lit triangles at the bottom of the statue.
Bring Fragment and Wool to Rami
After getting the fragment, head back to Woolhaven and give Rami the item along with some Wool and he will craft the weapon. You can name the weapon however you like, but its default name is Yngya's Torment.
It can then start appearing randomly during runs or you can force it to appear by completing the related quest that will be posted at the quest board outside Rami's workshop and paying some Wool.
