Grumpy Hank's first quest tasks you with getting a Scorpionfish and 2 Groupers. Note that the former is poisonous, and will cause you to lose Oxygen if you get too close to it.
You will also need to bring him 3 Fish Bones, which can be acquired from the randomly-spawning treasure icons while reeling in fish. Note that these treasures can either be Fish Bones, or Cactus Geodes, and that the former is found only in the Ancient Sands.

Grumpy Hank's 2nd quest tasks you with catching 3 Sharks, 5 Scorpionfish, and 8 Blackfin Tuna. The Shark is Hostile, which will attack if you enter their range. Additionally, you'll have to catch 2 Fossil-Mutated fish.
You will also have to get Cactus Geodes, obtained from randomly-spawning treasure icons while reeling in fish. The treasure can also grant Fish Bone, which you can save for Hank's later quests.

For his 3rd request, you have to catch 2 Cavefish, 3 Sharks, and 6 Groupers. In addition he also requires 6 Sand-Mutated Fish and 4 Cactus-Mutated Fish, as well as 8 Fishbones.
Note that the mutated fish can be different from his requested fish, and can be of any species so long as they have the correct mutation.

Grumpy Hank's 4th request will have you look for the Ancient Cave Shark. This is perhaps one of the harder requests due to the rarity of the Ancient Cave Shark, so keep your eyes peeled for it as you search around.
You will also have to catch 3 Cavefish and 4 Sharks, as well as bring him Cactus Geodes and Fish Bones again. Lastly, you'll have to find 9 Tier-2 Chests to complete the quest.

Grumpy Hank is found all the way up the house on the far southeast of Ancient Sands. The entrance to this house can be entered through the front door, which also pauses your Oxygen depletion as well.
Unlock by Completing Marcus' Quest
To unlock his questline, complete Marcus' questline to get the Burger reward, which you will then deliver to Grumpy Hank to start the quest!
