When in early game, Cooldown Reduction artifacts are more important due to the innately low damage of your starting guns, making higher shot frequency matter more, as it lets you catch more fish in the long run.

Reaching Mid Game, swapping your priorities to include Speed and Damage artifacts as well as Cooldown can allow you to round out your stats and keep you balanced for Mid Game's open-ended requirements.

Alternatively, prioritizing Damage completely can allow you to farm fish more efficiently due to more damage allowing you to potentially one-shot most fish and take advantage of 3-star catches that will sell for more.

Once you have reached the endgame, you’ll want to prioritize Cooldown, Speed, and Damage even more to properly catch higher-tier fishes. Cooldown allows you to repeatedly damage fish that have huge health bars, and Speed allows you to dodge aggressive fish during fights. Having more damage gives you access to higher-tier fish and allows you to one-tap catch fish.
Oxygen and Weight become less valuable as they can be compensated through higher-tier Tubes.

Alternatively, you can focus on Damage, Cooldown, and Oxygen. Similar reasons as above, but this time, Oxygen replaces Speed to serve more of a comfort during fights. This focuses more on slow but steady fights and survivability against higher-tier fish.
Getting Artifacts in Abyss
Get by Cracking Geodes
In order to get Artifacts for your Loadouts, you need to grab them from cracking and opening Geodes by Virelia, in which the Geodes must first be farmed from fishing.
What Makes A Good Build in Abyss
Balanced Stat Distribution
One of the cornerstones of a good build in Abyss is to equip artifacts with well-rounded stats in order to balance out your character.
Early on this will not matter as much, but later on it is imperative that you pick out good artifacts with the proper stats that make up for your Gun and Tube's weaknesses.
High Artifact Stat Levels
Lastly, the mark of a good Build lies in having high-tier artifact levels that either increase the potency of their buffs or reduce the disadvantages they provide.
