Deep inside the Lymbic Forge underneath the reservoir at Lake Cynon, find the Gear - Spoked and insert it to the mechanism in the great hall. Hop down the scaffolding after the drainage and find the Chapel.

Afterwards climb up to the scaffolding to hop down where the podium is at. You can grab the Lymbic Rod by the chest in the room behind the podium after killing the Timeloop Guardian.
