Examine Note - Favors Owed found there. Find ID Cards - Blank in Office 112 of the Ministry of Cultural Primacy. Get the Official Hadean Stamp in a safe in Office 109 of the Ministry building using the code from the note.

Deliver the blanks IDs and the official stamp to Agatha Terra in the National Library to conclude the good deed. Afterwards claim your reward from Gildas Brom in the Watcher's Nest.
