Collar of Grief - Bargaining can be obtained by completing the Captain's Office mystery. To do this, get the Bottle of Mead - Nearly Empty to the Thirsty Soldier in Jova. Progress the story until Rebecca and Abbot Jaffer are in Lake Cynon, then pick up the full bottle of mead at Lake Cynon.

Go back to Jova and give the bottle to the Thirsty Soldier in exchange for the key to Captain Vaas' office. Inside you can get the Collar of Grief, the Recording - Vaas' Plan, the Prison Manifest, and Cap - Sabinian.
