Perfect Guard - Base can be found inside a chest in Vitalis's secret underground office in Acasa Marshes. You first need to collect the Family Picture 1, 2, and 3 from inside Vitalis' home to reveal the hidden door in the basement. The code for the hidden door is 321713.

This is the only restriction when it comes to Glyphs. You can socket and unsocket Glyphs at any time within the Inventory menu.
