Found in the Lymbic Forge in Lake Cynon

How to Get Bowl of Ash

Find the Keys - Ministry Car at the Ministry of Cultural Primacy. Find a Lymbic Rod in one of the offices in the building. Use the car keys to get another Lymbic Rod from the trunk of a blue car parked in the Ministry building.

Afterwards, go to Lake Cynon and head to the reservoir. Go inside the Lymbic Forge and head down the stairs. Find the nearest Lymbic Door nearby an Artillery Walker, and you'll be able to unlock the door from there. Inside the unlocked room, you can get Twin Axes of Rage, Glyph - Recoil - Enhanced, and Bowl of Ash.
