You can get this set of keys on a soldier's corpse after resolving the timeloop in Vyssa Hills. Getting this item will trigger the start of the Heart of Gold good deed.

How to Use Keys - ON Vehicle
Give the Keys to Atticus
After resolving the timeloop, give the Keys - ON Vehicle to Atticus so he can escap with the kids from the camp. This will complete the Heart of Gold deed, afterwards claim your reward from Gildas Brom in the Watcher's Nest.
