Look for the Drunk Soldier in the village of Jova. You will have to progress the story until Rebecca and Abbot Jaffer can move to Lake Cynon where they open a Mead Distillery.

From then, you can get a full bottle of mead for the soldier. Give him the full bottle to get the key to Captain Vaas' office.
