Letter - Proud Father can be found by entering the hidden training grounds at Monument Hill. This training ground is hinted by the note you'll find in the blacksmith's shop.

Hit the pillars counter-clockwise, starting from the pillar across the entrance and ending with the pillar beside the entrance to unlock the training grounds.
