The AR-23E Liberator Concussive must be purchased from the Steeled Veterans Warbond Page 1 for 20 Medals. The Premium Warbond must be bought for 1000 Super Credits to purchase from its catalogue. The succeeding pages of the premium warbond are also unlocked by spending a certain number of medals on the current unlocked page.

The Concussive variant is no better than a regular Liberator. This weapon is also not worth getting as it is behind a pay wall of the Premium Warbond but performs not nearly as good as the weapons of the regular warbond. It's supposed to act in a similar fashion as the Plas-1 Scorcher, but fails to deliver on this premise.
