Even though Choi Jong-In cannot deal critical damage, he can still deal a lot of damage especially with his ultimate skill which can buff his other skills and has decent cooldown. The Almighty Kargalgan Set is his best armor to further improve his ultimate skill and any jewelry set that improves his damage as long as it doesn't involve crits.

Choi Jong-In's skills scale with their Attack stat and they specialize in the Fire element. So, if you have several options for the best artifacts, choose ones that further buff the mentioned stat and element.

The best weapon for any hunter that isn't Sung Jinwoo will always be their exclusive weapon as these will provide exclusive bonuses and synergize well with the hunter's skills.
However, if you don't have their exclusive weapon yet, it's best to choose a weapon that with the relevant stats, fits their role, and has been leveled up.
The Steel Longsword is the best alternate weapon for Choi Join-In as it increases his damage without involving the critical stats.

Obtain from Gacha
You can obtain Choi Jong-In by pulling on the Gacha in the game. Click the ticket icon on the top right of your screen and trade your Essence Stones for Draw Tickets and use the ticket to pull on the banner that you want.
There are two types of banners: Rate Up Banner which boosts the rate up of a certain character featured and Custom Draw where you can choose which character or weapon you want to have a rate up.
