Han Song-Yi is a crit-heavy hunter, so any artifact that improves her critical stats will fit her well.

Han Song-Yi's skills scale with their Attack stat and they specialize in the Water element. So, if you have several options for the best artifacts, choose ones that further buff the mentioned stat and element.

The best weapon for any hunter that isn't Sung Jinwoo will always be their exclusive weapon as these will provide exclusive bonuses and synergize well with the hunter's skills.

However, Han Song-Yi and other SR hunters' exclusive weapons are currently unobtainable. They can only be used during side chapters where the hunter is featured. So, in this case, it's best to choose an SR weapon that fits their role and has been leveled up.

Being a hunter reliant on critical damage, the Steel Bow is the best SR weapon for Han Song-Yi.

Obtain from Gacha

Solo Leveling Arise - Gacha

You can obtain Han Song-Yi by pulling on the Gacha in the game. Click the ticket icon on the top right of your screen and trade your Essence Stones for Draw Tickets and use the ticket to pull on the banner that you want.

There are two types of banners: Rate Up Banner which boosts the rate up of a certain character featured and Custom Draw where you can choose which character or weapon you want to have a rate up.
