Kim Chul is a hunter that can break enemies, so the New Hunter Set which improves damage against broken enemies will fit him well. Alternatively, the Palace Guard Set works too due to his ability to provide shields. As for jewelry, nothing perfectly fits, so any damage-buffing jewelry set will do.

The best weapon for any hunter that isn't Sung Jinwoo will always be their exclusive weapon as these will provide exclusive bonuses and synergize well with the hunter's skills.

However, Kim Chul and other SR hunters' exclusive weapons are currently unobtainable. They can only be used during side chapters where the hunter is featured. So, in this case, it's best to choose a weapon with the relevant stats, fits their role, and has been leveled up.
