How to Beat Herod
Go For an Undead Skeleton Deck

The suggested Undead Skeleton deck lets you constantly summon a horde of Skeletons at Herod thanks to Baron Rivendare, Necromancer, and Skeleton Party. This is effective since there is a building in the map that Baron can use to spawn Skeletons from.
Support your skeleton army with strong damage Minis like Drake and Blizzard so you can deal with groups of enemies quickly.
Take Charge of Both Lanes
There are two Meeting Stones you would want to take advantage of when attacking Herod. You can control them by taking charge of both lanes and sending strong groups of Minis to each. A good combination would be having a tank like Baron or Ghoul go ahead, while summoning a Necromancer behind or Skeleton Party behind them.
Clear Groups of Enemies with Blizzard
It may be difficult managing both lanes at once if there are waves of enemies on each lane. However, you can defeat a group of enemies on one lane quickly by placing Blizzard on them. This can free up one lane while you wait to get enough gold to summon your Skeleton army.
Constantly Summon Minis at Herod
Once you have both Meeting Stones, you can start constantly summoning Minis at Herod to overwhelm him. Even though he has a strong AoE attack that can clear your Skeletons, he will not be able to clear it fast enough as long as you place your ranged units like Necromancer and Drake out of his range.
