This Side Mission only unlocks after descrambling the network towers that Yuri asks Spider-Man to do during Keeping the Peace. More specifically, the network towers around the Financial District need to be taken care of for the mission to unlock.

| 1 |  Find and Destroy the Jammers After starting the Side Mission and talking with the officer on the roof, you'll be tasked with finding signal jammers that are preventing the police from "seeing" crime. There are three that you need to find, all scattered around the district. A locator will pop up on your HUD, giving you direction as to where you can find the signal jammers. Once you arrive at a location, you must defeat the Fisk's Thugs in the area before web-throwing the jammer into destruction. |

| 2 |  Defeat the Thugs at the Docks After locating and destroying the three signal jammers, simply head to the docks as the marker appears on your HUD. There, you'll find several Thugs – you can either go the stealthy way to clear them out, or just rush into combat head-on. Either way, the mission will end once all Thugs are down. |
